Crepe paper or streamers, a scissors and some tape is all you need for this.
According to ohhappyday, here is how you execute this look:
Step 2: Fold up your streamer/strip accordion-style. The length of your fold really depends on the end result you’re going for. Here I made them about 2.5″ long. Just try it out and see what works best for you.
Step 3: You can keep folding for a while; sharp scissors will cut through quite a few layers of crepe paper easily.
Step 4: If you like, draw on the shape you want to cut out. I went for a scalloped look, but triangles are great too.
Step 5: Carefully cut along the line.
Step 6: Unfold and make some more.
Once you have the finished product, go crazy with it!
